"This document is a programmatic environmental assessment (PEA) for the National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations (OMAO) prepared pursuant to the requirements of the National Environmental Policy Act (NEPA) and NOAA Administrative Order 216-6. The PEA assesses environmental impacts associated with the need for OMAO in the foreseeable future to dispose of NOAA owned and operated ships and aircraft, collectively referred to in this assessment as NOAA platforms"--Page 1.
