It is intended to embrace initiatives, referendums, and plebiscites, as those terms are usually understood. It captures some aspects of the more general concept of direct democracy at the national level. The term does not encompass recall elections, deliberative assemblies, or settings in which the vote is not secret or the purview is restricted. Likewise, it does not apply to elections for representatives.
