行使内容《文物认定管理暂行办法》第三条第一款：认定文物，由县级以上地方文物行政部门负责。认定文物发生争议的，由省级文物行政部门作出裁定。区级文物部门认定，市级文物部门裁定Per Paragraph 1, Article 3 of the Interim Measures for the Administration of Cultural Relics Identification: Cultural relics identification shall be conducted by local cultural relics administrative departments at or above the county level. In case of disputes arising from cultural relics identification, the provincial-level cultural relics administrative departments shall make binding rulings. District-level cultural relics administrative departments are responsible for carrying out identification work, while municipal-level cultural relics administrative departments shall be responsible for making rulings.
