越南国家法律数据库（vbpl.vn）的文档级语料库，采集自越南司法部运营的vbpl.vn门户网站。涵盖法律、法令、决议、通知、决定、指示等，包括中央（国会、政府、各部委）和地方（63个省/市的人民议会/人民委员会）两个级别的权威文件。每一行对应一个法律文档，包含经过越南语标准化处理的Markdown正文（NFC标准化 + 1984年后现代正字法）以及分层结构层：文档 → 章节 → 段落 → 句子，每个单元都带有稳定的ID和字符跨度，可回溯到Markdown中。

Document-level corpus of Vietnams National Legal Database harvested from vbpl.vn (operated by the Ministry of Justice). Covers laws, ordinances, decrees, circulars, decisions, resolutions, directives, etc. across both central (National Assembly, Government, ministries) and provincial (Peoples Council / Peoples Committee of the 63 provinces and cities) levels of authority. Each row is one legal document with its Vietnamese-normalised markdown body (NFC + modern post-1984 orthography) and a hierarchical structure layer: document → section → paragraph → sentence, every unit carrying a stable id + char span back into the markdown.
