Advanced Indicators as Discriminators of Digital Maturity - DATASET

The data used in this study were obtained from the International Telecommunication Union (ITU DataHub). To reduce the impact of missing observations and short-term fluctuations, three-year averages for the period 2022–2024 were computed. · basic - Arithmetic mean of 5 ICT skill domains at the basic level, defined as the percentage of the population performing at least one activity within a given domain. The domains are: ability to communicate and collaborate using digital technologies, ability to create digital content, information processing and data literacy, digital safety and cybersecurity awareness, and ability to solve problems in digital environments. · advanced - Arithmetic mean of 5 ICT skill domains at the above-basic level, defined as above. · home_internet - Share of households with Internet access, regardless of connection type. · X5G - Percentage of the population covered by a 5G network signal. · fixed - Number of fixed broadband subscriptions per 100 inhabitants. · mobile - Number of active mobile broadband subscriptions per 100 inhabitants. · Internet use - Share of individuals using the Internet within the last three months. · traffic - Volume of mobile broadband data traffic per capita. · revenues - Total telecommunication service revenues in US dollars, expressed as a percentage of GDP times 100 (for a number more convenient for presentation). · price_big - Cost of a high-usage mobile basket, expressed as a percentage of GNI per capita scaled up by 100000 to make the values more convenient for presentation. · price_small - Cost of a low-usage mobile basket, expressed as a percentage of GNI per capita scaled up by 100000. · investments - Total investment in ICT infrastructure in dollars, expressed as a percentage of GDP times 100 (for a number more convenient for presentation). · gov_policies - Composite indicator reflecting the presence of institutional and regulatory frameworks in seven domains (sum of binary variables). The domains are: presence of a dedicated ICT ministry, existence of a competition authority, existence of a consumer protection authority, existence of a data protection authority, spectrum management authority, presence of technology ethics frameworks and existence of national data policies.
