A Rationale for a Disinformation Defeat Capacity Maturity Model for Nations, White Paper

This white paper was prepared to provide a substantive rationale for the Disinformation Defeat Capacity Maturity Model for Nations, developed by Monash University. Defining a Capacity Maturity Model for nation-scale entities with the purpose of defeating disinformation presents numerous challenges, as the problem of disinformation differs in many ways from the traditional problem of defeating cyberattacks. Well-established Capacity Maturity Models for cybersecurity are not directly applicable due to fundamental differences. To provide a supporting rationale for how a Capacity Maturity Model for the defeat of disinformation might be designed, we must first explore what disinformation is and its harmful impacts, differences compared to established cybersecurity problems, cognition fundamentals, metrics for surviving disinformation attacks, problems associated with its delivery to victims, problems associated with technology, especially Artificial Intelligence, deception modelling methods, and common strategies, and their associated risks in the defeat of disinformation.
