PREAMBLE — STATEMENT OF NECESSITY This Instrument establishes the Custodial Governance Layer of the Commons Initiative. It exists to ensure: continuity of stewardship across time and personnel protection against enclosure, capture, or dilution preservation of safety, provenance, and ethical intent operational resilience across jurisdictions and infrastructures This Instrument does not function as law, enforcement, or coercion.It functions as structural memory—the rules by which the Commons remains itself. All Commons-aligned research, documentation, and infrastructure inherit this Instrument by default.
