KMZB safety-concern reports, aggregated by powiat and quarter (Poland, 2020-2023)

Aggregated public-safety perception data for Poland, prepared as the data deposit for the paper "Refugee inflow and reported safety concerns" (Zuchowski and Maciel). The data come from the Krajowa Mapa Zagrozen Bezpieczenstwa (KMZB), the National Safety Threat Map, a public platform run by the Polish Police on which residents flag local safety concerns. Each submission is assigned to one of 25 predefined categories and reviewed by the police as confirmed, unconfirmed, or a joke/mistake. This deposit contains only aggregated counts at the powiat (TERYT, 4 digits) by quarter level, balanced over 2020q1-2023q4 for all 379 reporting powiats (6,064 rows), built from 1,672,853 individual reports. No individual reports, dates, or sub-powiat identifiers are released. Reports are broken down both by confirmation status (confirmed, unconfirmed, joke, pending) and by category group (vandalism, homelessness-loitering, homeless-help, traffic, alcohol-drugs, a residual "not related" group, and an ungrouped "quads in forests" category), with per-1,000 rates using the 2021 population. Files: the aggregated panel (CSV and Stata .dta), the category crosswalk (CSV), the Stata build script documenting the aggregation, and a README/codebook. The underlying individual reports are the property of the Polish Police and are not redistributed.
