Egypt Macroeconomic Analysis Report (2021–2025) A Comprehensive Assessment of Inflation, Exchange Rate Dynamics, and Monetary Policy in Egypt

This research paper presents a comprehensive analysis of Egypt's macroeconomic adjustment trajectory during the critical period of 2021-2025, documenting one of the most significant economic stabilization episodes in the country's modern history. The study examines the evolution of inflation from pre-crisis stability (4.40-5.89% in 2021) to its historic peak (37.27% in Q3 2023) and subsequent disinflation to 15.21% by Q2 2025. It analyzes the transition from a managed exchange rate regime to currency unification in 2023 and eventual stabilization near market equilibrium (~50.39 EGP/USD). The paper provides a detailed assessment of monetary policy effectiveness throughout this turbulent period, evaluating how the Central Bank of Egypt navigated extreme external shocks—including global commodity price surges, the Russia-Ukraine conflict, and tightening global financial conditions—through aggressive policy tightening, currency unification, and liquidity management. The analysis demonstrates how the restoration of positive real interest rates (reaching +9.29% by Q2 2025) served as a critical milestone for anchoring inflation expectations and rebuilding policy credibility. Using time-series indicators and policy assessment frameworks, this study identifies key relationships between exchange rate pass-through effects, fiscal-monetary coordination challenges, and the growth-stability trade-offs that characterized Egypt's adjustment process. The research concludes with evidence-based recommendations for the Central Bank of Egypt, fiscal authorities, and financial institutions to consolidate gains and address remaining structural challenges. This work contributes to the literature on emerging market stabilization by documenting how decisive policy actions, implemented consistently despite significant social costs, can successfully overcome severe macroeconomic imbalances. The Egyptian case offers valuable lessons for policymakers in similar economies facing external shocks and currency crises.
