Replication package for the article "Seizing without Governing? Capability Decoupling in the Accelerating AI State." Contains six documented Python scripts, the stage-harmonization codebook, and all derived datasets for the longitudinal analysis of the 2023–2025 U.S. Federal AI Use Case Inventories: schema harmonization, cross-wave panel linkage, capability composites and decoupling typology, a robustness battery (permutation inference, jackknife, circularity purge), and revision analyses (cross-regime persistence, linkage selection diagnostics). The raw inventories are public releases of the U.S. Office of Management and Budget and are not redistributed; the pipeline reproduces every figure and table from them.
