Since 01.02.2014, the statute on the prohibition of the misuse of living space (ZES) has been in force in Freiburg. Accordingly, housing may only be supplied to other than residential purposes with official approval. A prohibited misuse of purposes exists in particular if living space is empty. The vacancy register was introduced in 2019 and is intended to provide information on the vacancy situation in the city of Freiburg. Information on possible vacancies can be reported to the Building Law Office. These are displayed in the data set as "incoming hints". The information is taken up and checked for possible vacancies. If a reference is picked up, a procedure is initiated, which is represented in the record as "ongoing procedure". If it turns out that there is no vacancy or misuse within the meaning of the ZES, the information is presented as "no misuse". If it turns out that there is indeed a misuse of living space and this is not voluntarily terminated, an order for the restoration of residential use can be issued. This is shown in the "Closed Vacancy" category. The "open messages" category contains all messages that have not yet been edited.
