<div>APD Public Incident Data</div><div>This dataset represents the Asheville Police Department (APD) data from the Record Management System (RMS). The dataset includes incidents beginning January 1, 2005 to current-date.  Though APD strives to collect and disseminate police report information in a timely and accurate manner, limited quality checking has been completed from 2012 to current-date.  Prior to 2012, APD has not quality checked the data.  Moreover, it is not the best practice to use stale datasets; thus, APD recommends going back only 5-years for accurate analysis and trends.  To go beyond 5-years is to invite erroneous interpretations of the data as the context behind the data has, perhaps, significantly changed. </div><div><br /></div><div>Crime classifications are based upon the North Carolina Uniform Crime Reporting (UCR) Program, which is part of a nationwide, cooperative statistical effort administered by the Federal Bureau of Investigation (FBI).  Crime classification do not necessarily coincide with the criminal charges defined by the North Carolina General Statutes. </div><div><br /></div><div>Information reported to APD may be changed at a later date based upon additional investigations.  Therefore, APD does not guarantee (either expressed or implied) the accuracy, completeness, timeliness, or correct sequencing of the information contained herein and the information should not be used for comparison purposes over time.  </div><div><br /></div><div>APD is not responsible for any error or omission, or of the use of, or the results obtained from the use of this information.</div><div><br /></div><div>This online site is an attempt to make it easier for citizens to access offense information.  In disseminating this crime information, we must also comply with current laws that regulate the release of potentially sensitive and confidential information.  To ensure that privacy concerns are protected and legal standards are met, report data is filtered prior to being made available to the public.  Among the exclusions are: </div><div><br /></div><div><br /></div><div>RMS Public Incident Data View</div><div>This document is meant to provide an explanation of the filters and data in the RMS Public Incident Data View that will be used to feed SimpliCity, and other related public data projects.</div><div><br /></div><div>Global Filters:</div><div>The view includes the following filters:</div><div><br /></div><div>·         Block skeleton incident reports[1]</div><div><br /></div><div>·         Block locked cases[2]</div><div><br /></div><div>·         Block incident reports with Blocked From P2P flag[3]</div><div><br /></div><div>·         Block incident reports with Blocked From P2C flag[4]</div><div><br /></div><div>·         Block incident offenses flagged with Block Offns Display[5] (*reference attached list)</div><div><br /></div><div>·         Block other agency-specific offenses (*see below for agency settings)</div><div><br /></div><div>·         Block other agency-specific filters mirroring P2C (*see below for agency settings)</div><div><br /></div><div>o   Block incident records before &lt;date&gt;</div><div><br /></div><div>o   Block incident records with juvenile involvements &lt;true/false&gt;[6]</div><div><br /></div><div>o   Block un-reviewed incident reports &lt;true/false&gt;[7]</div><div><br /></div><div>Agency Filters:</div><div>The view includes the following agency-specific filters:</div><div><br /></div><div> Asheville Police Department (APD):</div><div><br /></div><div>o   Additional agency-defined offense filters: none</div><div><br /></div><div>o   Block incident records before 01/01/2013</div><div><br /></div><div>o   Block incident records with juvenile involvements TRUE</div><div><br /></div><div>o   Block un-reviewed incident reports TRUE</div><div><br /></div><div>o   Use block-addressing</div><div><br /></div><div><br /></div><div>[1] Incident report records auto-generated from CAD (user SQLAUTO), but have not yet been completed, approved, and transferred into RMS. Contains only “skeleton” data.</div><div><br /></div><div>[2] Incident report records can be tied to “locked” cases in RMS so that only specific users can view them. These records are typically sensitive in nature (e.g. nature of crime, persons involved, etc.) and are locked at the discretion of the owning agency.</div><div><br /></div><div>[3] P2P (Police-to-Police) is SunGard’s web-based law enforcement data sharing platform.</div><div><br /></div><div>[4] P2C (Police-to-Citizen) is SunGard’s web-based public data sharing platform.</div><div><br /></div><div>[5] The RMS Statute module’s four-digit Offense code records flagged by the user-defined field Block Offns Display? (ucr2st.udfcheck1).</div><div><br /></div><div>[6] Incident report records having involvements flagged by RMS with “J” for juvenile. Involvement records are the links between modules in RMS (e.g. an Incident may have an involvement to a Master Name as the Victim).</div><div><br /></div><div>[7] Incident report records with no Daily Records Review date (lwmain.reviewdate). Not all agencies use the DRR module.</div><div><br /></div>
