The Chilean constitution-making process (2020-2022) encouraged extensive citizen participation, including the election of a special constituent body and voting in a plebiscite to accept or reject the draft constitution. We use election data, delegate votes from the Constitutional Convention, and results from an online survey to identify two factors that can lead to incongruence between the constitutional preferences of voters and representatives in terms of the extent and direction of constitutional change. One is that incentives to participate might change over the course of the process, thus altering the composition of the electorate. The other is that voter incentives to express preferences for a radical departure from the status quo might also evolve over the course of the process. In the case of Chile, these two factors appear to have yielded a constitutional proposal that voters ultimately rejected.
