PUBLIC INVESTMENT FOR HUMAN CAPITAL DEVELOPMENT IN UZBEKISTAN: AN ANALYSIS OF INSTITUTIONAL EFFICIENCY AND EFFECTIVE PUBLIC ADMINISTRATION

This article examines the role of public investment in human capital development in Uzbekistan, with particular emphasis on institutional efficiency and effective public administration. Human capital, including education, healthcare, professional skills, and employment opportunities, is a fundamental determinant of sustainable economic growth, productivity, social inclusion, and national competitiveness. The study analyzes how effectively public financial resources are transformed into improvements in human capital through institutional mechanisms, public service delivery, strategic planning, budgeting, monitoring, and evaluation. The research employs institutional, comparative, analytical, and content analysis methods based on academic literature, national development strategies, government policy documents, statistical materials, and reports of international organizations. The findings indicate that Uzbekistan has significantly increased its attention to human capital development through reforms in education, healthcare, vocational training, employment, and social protection. At the same time, the effectiveness of public investment remains influenced by regional disparities, administrative fragmentation, insufficient performance-based budgeting, skills mismatches, and limitations in evidence-based monitoring and evaluation. The study argues that improving institutional efficiency requires a transition from expenditure-oriented administration toward results-based governance. Strengthening digital public administration, transparency, accountability, inter-agency coordination, professional civil service, and performance monitoring can increase the socioeconomic returns of public investment. The article concludes that effective public administration is not merely a supporting mechanism but a central determinant of successful human capital development and long-term economic transformation in Uzbekistan.
