Historic Cultural Monuments

<div style='font-family:&quot;Avenir Next W01&quot;, &quot;Avenir Next W00&quot;, &quot;Avenir Next&quot;, Avenir, &quot;Helvetica Neue&quot;, sans-serif; font-size:16px;'><span style='font-family:inherit;'>Historic-Cultural Monument designation is reserved for those resources that have a special aesthetic, architectural, or engineering interest or value of a historic nature. The </span><a href='https://preservation.lacity.org/commission/cultural-heritage-ordinance' style='font-family:inherit; color:rgb(0, 97, 155); text-decoration-line:none;' target='_blank' rel='nofollow ugc noopener noreferrer'>Cultural Heritage Ordinance</a><span style='font-family:inherit;'> establishes criteria for designation; these criteria are contained in the definition of a Monument in the Ordinance. A historical or cultural monument is any site (including significant trees or other plant life located thereon), building, or structure of particular historical or cultural significance to the City of Los Angeles, such as historic structures or sites:</span></div><div style='font-family:&quot;Avenir Next W01&quot;, &quot;Avenir Next W00&quot;, &quot;Avenir Next&quot;, Avenir, &quot;Helvetica Neue&quot;, sans-serif; font-size:16px;'><div style='font-family:inherit;'><ul><li><div style='font-family:inherit;'>in which the broad cultural, political, economic, or social history of the nation, state, or community is reflected or exemplified; or</div></li><li><div style='font-family:inherit;'>which are identified with historic personages or with important events in the main currents of national, state, or local history; or<br /></div></li><li><div style='font-family:inherit;'>which embody the distinguishing characteristics of an architectural-type specimen, inherently valuable for a study of a period, style, or method of construction; or<br /></div></li><li><div style='font-family:inherit;'>which are a notable work of a master builder, designer, or architect whose individual genius influenced his or her age.<br /></div></li></ul></div><div style='font-family:inherit;'>A proposed resource may be eligible for designation if it meets at least one of the criteria above.<br /></div><div style='font-family:inherit;'><br /></div><div style='font-family:inherit;'>Designation as an Historic-Cultural Monument:<br /></div><div style='font-family:inherit;'><div style='font-family:inherit;'><ul><li>Recognizes the building, structure, site, or plant life as important to the history of the city, state, or nation;<br /></li><li>Provides eligibility for the <a href='https://preservation.lacity.org/incentives/mills-act-historical-property-contract-program' style='color:rgb(0, 97, 155); text-decoration-line:none; font-family:inherit;' target='_blank' rel='nofollow ugc noopener noreferrer'>Mills Act program</a>, providing a Historical Property Contract that can result in a property tax reduction;<br /></li><li>Permits use of the <a href='https://ohp.parks.ca.gov/?page_id=21410' style='color:rgb(0, 97, 155); text-decoration-line:none; font-family:inherit;' target='_blank' rel='nofollow ugc noopener noreferrer'>California Historical Building Code</a>;<br /></li><li>Allows property owners to purchase and display a <a href='https://preservation.lacity.org/commission/guide-bronze-plaque-program-historic-cultural-monuments' style='color:rgb(0, 97, 155); text-decoration-line:none; font-family:inherit;' target='_blank' rel='nofollow ugc noopener noreferrer'>plaque</a> showing that the property has Historic-Cultural Monument status;<br /></li><li><div style='font-family:inherit;'>Requires <a href='https://preservation.lacity.org/commission/cultural-heritage-commission' style='color:rgb(0, 97, 155); text-decoration-line:none; font-family:inherit;' target='_blank' rel='nofollow ugc noopener noreferrer'>Cultural Heritage Commission</a> review for proposed exterior and interior alterations in accordance with the Secretary of the Interior’s Standards for Rehabilitation, the nationally accepted criteria for evaluating change to historic properties;<br /></div></li><li><div style='font-family:inherit;'><div style='font-family:inherit;'>Allows the Cultural Heritage Commission to object to the issuance of a demolition permit for 180 days, with an additional 180 day extension possible upon approval of the City Council, thereby granting up to 360 days stay of demolition in order to evaluate preservation alternatives;<br /></div></div></li><li><div style='font-family:inherit;'><div style='font-family:inherit;'>Activates the California Environmental Quality Act (CEQA) which protects historic buildings from adverse impacts without environmental review (see the State Office of Historic Preservation document on CEQA and historical resources)</div></div></li><li><div style='font-family:inherit;'><div style='font-family:inherit;'>Entitles Historic-Cultural Monument owners to technical assistance in complying with the<a href='https://www.nps.gov/tps/standards.htm' style='color:rgb(0, 97, 155);
