高新技术企业评测数据

通过从科技部火炬中心高新技术企业年报数据库和公布的精英引领计划、科技进步奖信息，采集高新技术企业当年“创新投入”、“创新强度”、“创新深度”、“创新产出”，导入采集数据运算生成高新技术企业评测数据并向社会发布，通过数据反映出全市高新技术企业的创新投入水平，树立企业创新发展标杆，发挥标杆引领示范作用，进一步激发企业加大创新投入，增强自主创新能力，同时通过政府的政策引导，加快实现高水平科技自立自强。根据企业的授权国内发明专利数量、人员情况、省级研发机构建立、省级科技进步奖等相关信息，人员情况采用“设标杆、按级赋分”方式计分，当年度授权发明专利数、当年度新申请发明专利数等两项指标采用“按基准、累进赋分”方式计分，企业研发机构设置情况、省级及以上科技进步奖获奖情况等两项指标采用“分级定额赋分”计分方式，导入采集数据运算生成高新技术企业评测数据，为政府和企业提供政策和技术支持。This dataset collects the annual "innovation input", "innovation intensity", "innovation depth" and "innovation output" of high-tech enterprises from the Torch Center of the Ministry of Science and Technology's High-tech Enterprise Annual Report Database, as well as publicly disclosed information on the Elite Leadership Program and Science and Technology Progress Awards. The collected data is imported for calculation to generate evaluation data for high-tech enterprises, which is then released to the public. This dataset reflects the innovation investment level of high-tech enterprises in the city, establishes benchmarks for enterprise innovation and development, exerts the leading and demonstrative role of these benchmarks, further stimulates enterprises to increase innovation investment and enhance their independent innovation capabilities. Meanwhile, under the guidance of government policies, it helps accelerate the achievement of high-level scientific and technological self-reliance and self-improvement. Based on relevant information including the number of domestically granted invention patents held by enterprises, personnel status, establishment of provincial-level R&D institutions, and provincial-level Science and Technology Progress Awards, different scoring methods are adopted: for personnel status, scores are assigned via the method of "setting benchmarks and assigning scores by grade"; for the two indicators of the number of granted invention patents in the current year and the number of newly filed invention patents in the current year, scores are assigned via the method of "setting benchmarks and assigning scores progressively"; for the two indicators of enterprise R&D institution setup and winning provincial-level or higher Science and Technology Progress Awards, scores are assigned via the method of "assigning scores by grade with fixed quotas". The collected data is imported for calculation to generate evaluation data for high-tech enterprises, providing policy and technical support for both the government and enterprises.
