基层治理是国家治理的基石，统筹推进城乡社区治理，是实现国家治理体系和治理能力现代化的基础工程。健全基层党组织领导的基层群众自治机制，加强基层组织建设，完善网格化管理、精细化服务、信息化支撑的基层治理平台，健全城乡社区治理体系，为人民群众提供家门口的优质服务和精细管理。
本平台，创新运用“五治融合”理念，把辖区划分成若干个管理网格，通过采集基础数据和地理空间信息，把人、地等基础数据纳入网格中进行管理，从而提升基层治理精细化、科学化水平。通过移动端公众应用，畅通民意渠道，及时反映社情民意，可及早预防和化解影响社会和谐稳定的因素，提升群众的幸福感和满意度。通过平台可快速响应和处置社会问题，规范社会治理流程，提高行政效能，强化干部队伍素质和作风建设。为助力党委政府构建，党建引领、多元参与的共建共治共享的基层社会治理新格局贡献力量。

Grassroots governance is the cornerstone of national governance. Coordinating and advancing urban and rural community governance is a foundational project for realizing the modernization of China's national governance system and governance capacity. It is necessary to improve the mechanism of grassroots mass self-governance under the leadership of primary-level Party organizations, strengthen the development of primary-level organizations, refine grassroots governance platforms supported by grid-based management, refined services and information-based support, improve the urban and rural community governance system, and provide high-quality services and meticulous management right at people's doorsteps.

This platform innovatively applies the concept of "Five-in-One Governance Integration". It divides the covered jurisdiction into multiple management grids, collects basic data and geospatial information, and incorporates basic data such as population and land into the grids for management, thereby enhancing the refined and scientific level of grassroots governance. Through mobile public applications, it unblocks channels for public opinion, enabling timely reflection of social conditions and public sentiments, which allows for early prevention and resolution of factors undermining social harmony and stability, and enhances people's sense of well-being and satisfaction. The platform enables rapid response to and handling of social issues, standardizes social governance procedures, improves administrative efficiency, and strengthens the competence and work style of the cadre team. It will contribute its efforts to helping Party committees and governments build a new pattern of grassroots social governance featuring Party-building leadership, multiple-party participation, and co-construction, co-governance and shared benefits.
