Johnson City Adjusted Urban Area 2025 (Johnson City MTPO)

The Johnson City MTPO has adjusted the 2020 Urban Area created by the U.S. Census Bureau for transportation planning purposes allowed by FHWA. When the U.S. Census Bureau creates the Urban Area Boundaries the agency uses roadway centerlines for boundaries. This does not meet the needs of FHWA, State DOTs, or MPOs for transportation planning purposes as it relates to functional classification of highways. Therefore, FHWA allows the boundary created by the U.S. Census Bureau to be adjusted to complete enclose the right of way of a highway. To ensure meet the needs of transportation, accuracy and avoid confusion when adjusting the urban boundary the Johnson City MTPO has tried to keep to the original boundary as much as possible. Please note the adjusted boundary does not retract, it only expands the urban boundary to meet transportation planning needs. The Federal Transit Administration does not use this boundary for their programs or funding.
