The Global Common Payments Rail (GCPR) is a neutral, rules‑based, and sovereignty‑preserving architecture for cross‑border payments. It operates as a parallel, optional payments rail designed to enhance global financial stability, limit future fragmentation in the global payments landscape, and provide a predictable governance framework insulated from unilateral political actions. This Zenodo record contains two complementary documents: 1. GCPR Charter (Version 1.0) The Charter establishes the foundational governance framework for the GCPR. It defines membership, voting rules, the Contribution Index, the Collective Veto, suspension and reinstatement procedures, NGO admission, Secretariat functions, and interoperability principles. The Charter is a neutral, procedural instrument intended to support research, dialogue, and institutional evaluation of cross‑border payments governance. 2. GCPR Concept Note (Version 1.0) The Concept Note provides the rationale, design principles, and operational context for the governance model. It explains the purpose of the GCPR, outlines the logic behind its core mechanisms, and describes how the governance structure preserves sovereignty while enabling predictable, rules‑based decision‑making. The Concept Note is an explanatory companion to the Charter and does not create legal obligations or modify the Charter’s provisions.
