In the year 2000, South Africa underwent a significant restructuring of its municipal boundaries under the guidance of the Municipal Demarcation Board (MDB). This process aimed to improve local governance, promote equitable service delivery, and integrate previously fragmented administrative units. The 2000 municipal demarcation reform resulted in the consolidation of various municipalities, reducing the number of local government structures and establishing a three-tier municipal system: metropolitan, district, and local municipalities. Ward boundaries were delineated within local and metropolitan municipalities to facilitate democratic representation at the local level. Each ward was designed to include a roughly equal number of voters, ensuring fair political representation. This ward-based system played a crucial role in South Africa’s first fully democratic local government elections held on 5 December 2000. In 2000, South Africa’s Municipal Demarcation Board (MDB) established 3,754 wards across the newly formed municipalities.
