WHO COVID-19 Document Corpus (2020–2023)

This dataset comprises 1,390 public-domain documents published by the World Health Organization (WHO) and its Regional Offices between 2020 and 2023. It serves as the primary empirical corpus for investigating institutional crisis communication and the dual-track framework (scientific shielding vs political-moral coordination).
