These data were collected as part of the POLiN project (discipline: political science). The POLiN project aims at understanding the decision-making process of two areas of European Union policies: the decision to design COVID-19 contact-tracing applications (year 2020), and the current debates on the creation of a European Health Data Space (EHDS), which started in 2019 and are still ongoing following a proposal for regulation from the European Commission in May 2022. To analyse these decision-making processes, the project is based on the classic methods of public policy analysis in political science: documentary analysis and semi-structured interviews with policy actors. This data set gathers the sources used for documentary analysis. The purpose of documentary analysis was to obtain an overview of the decision-making process to be studied. The documents belong to the following categories: - Legal documents - Official reports from EU institutions - Agendas, minutes, and session reports from EU institutions - Reports or policy papers from civil society organisations and interest groups As data is, in this case, publicly available, the added value of the project does not lie in data generation, but in the process of gathering dispersed sources into a single document.
