The method of manufacturing anionically modified cellulose nanofiber with a low power consumption is provided. An anionically modified cellulose is disentangled using a cavitation jet-stream apparatus， and anionically modified cellulose nanofiber is manufactured. A cavitation jet-stream apparatus is upstream side pressure 0.01 MPa -30.00Mpa of the liquid jet stream injected through a nozzle or an orifice， The ratios of a downstream side pressure / upstream side pressure are 0.001-0.500， The maximal width of the cavitation jet stream which arises by the liquid jet stream injected through the nozzle or the orifice is 50% or more of the internal diameter of piping just behind a nozzle or an orifice， and 130% or less of length.
