Pursuant to Article 14 of the Budget Law of the People's Republic of China, budgets, budget adjustments, final accounts, reports and statements on budget implementation that have been approved by the people's congress at the corresponding level or its standing committee shall be disclosed to the public by the financial department of the people's government at the corresponding level within 20 days after approval. Explanations shall also be provided for important matters such as the arrangement and implementation of fiscal transfer payments of the people's government at the corresponding level, as well as the status of debt incurrence.
