UAP and UBC in the context of universal access to information

Published in April 1981, this document discusses the evolving nature of libraries and information access, highlighting the shift towards electronic publications and the need for broader information distribution. It also touches on the challenges and potential solutions for incorporating information technology into existing programmes. In the context of universal access to information, IFLA's Universal Bibliographic Control (UBC) and Universal Availability of Publications (UAP) programmes were complementary. UBC focused on creating standardised bibliographic records to enable efficient information retrieval, while UAP emphasised the actual availability of publications to users, regardless of their location.
