Code and Datasets for Climate Action Review Analysis

This package contains the <strong>Code and Dataset for the IDAMME–GCoM climate action classification and descriptive analysis</strong>. It includes the data compiled and processed for the analysis, together with the R code used to prepare, classify, summarise, and visualise these data. All information about the code can be found in the file <strong>"_Metadata_Code_Chapter3"</strong> and all information about the data can be found in <strong>"_Metadata_Data_Chapter 3"</strong>. The data were assembled to link climate actions reported in the Global Covenant of Mayors (GCoM) database with the IDAMME classification framework, and to analyse the resulting distribution of measures, instruments, and their combinations across action types, sectors, settlement types, and implementation statuses. The file <strong>"similar_actions_gcom.csv"</strong> contains the similarity groups used to standardise GCoM action clusters, while <strong>"similar_actions_localised.csv"</strong> contains the similarity links used to connect GCoM actions to LOCALISED categories. The file <strong>"Localised_DB_Names.xlsx"</strong> provides the lookup table for IDAMME identifiers, names, and descriptions. The file <strong>"GCoM_CA.xlsx"</strong> contains the main GCoM climate action database used as the starting point for the classification process, and <strong>"df1_Signatories_5th Release.xlsx"</strong> provides the population data used to derive settlement-type categories. The preprocessing workflow, implemented in <strong>"PreProcessing.R"</strong>, assigns IDAMME categories to GCoM actions through direct matching, secondary propagation, and spread propagation, producing enriched outputs such as <strong>"GCoM_CA_with_LOC.xlsx"</strong>, <strong>"GCoM_CA_with_LOC_Final.xlsx"</strong>, and <strong>"GCoM_CA_with_LOC_Final_for_plots.xlsx"</strong>. The files <strong>"mitigation_ready_data.xlsx"</strong> and <strong>"adaptation_ready_data.xlsx"</strong> contain processed subsets prepared for downstream descriptive and graphical analyses. The file <strong>"InstrumentTypes.xlsx"</strong> supports the instrument-type regression and diagnostic analysis. The descriptive and comparative analyses are implemented in <strong>"Descriptive.R"</strong>, which generates summaries of individual IDAMME measures, instruments, and measure–instrument combinations, as well as stratified analyses by thematic category, settlement type, and implementation status. The visual outputs are produced through <strong>"Plots.R"</strong>, which creates the comparative charts, heatmaps, radar plots, and Pareto-style figures used to summarise the main findings. The files <strong>"pareto_mi_combinations_table.csv", "pareto_instruments_table.csv"</strong>, and <strong>"pareto_measures_table.csv"</strong> contain the total counts of unique measures, instruments, and combinations.
