Regulatory observability in cross-border vehicle-data governance: coded legal prescriptions and aggregate GNSS audit

Supporting data and code for the manuscript “Regulatory observability and the limits of risk signals in cross-border vehicle data governance”. This version contains a purposively selected corpus of 65 coded legal prescriptions from seven Mainland Chinese, Hengqin, and Macao instruments; a source manifest and codebook; reproducibility scripts; aggregate GNSS audit outputs; and three figures. One researcher coded the legal corpus; no inter-coder reliability statistic is claimed. The GNSS analysis uses a research-team-collected, pseudonymized extract of 65,535 records associated with 10 vehicles. The research team holds the right to use the extract for scholarly publication. The source export query and total, timestamp provenance and time zone, speed unit, and coordinate reference systems were not verified. Raw trajectories, precise coordinates, and vehicle-level identifiers are not included in this public archive because pseudonymization does not eliminate location-privacy risk. The materials support descriptive evidence-observability analyses; they do not establish a cross-border data transfer, legal compliance, or a breach. Reproducing the GNSS aggregates requires access to the non-public source extract from the research team.
