The Canvas Model describes all physical and mathematical structure through eight primitives governed by three equations. Four dynamic primitives—Order, Amplitude, Acceleration, Polarity—generate all change. Four property primitives—Dimension, Angle, Chirality, Charge—select all structure. Yet these eight describe a STATIC universe: the laws are fixed, the constants are given, the spectrum is what it is. This paper introduces the fifth dynamic primitive: Steering. Steering is the feedback process by which the output of a physical system—its eigenvalues, its resonant frequencies, its spectral measure—modifies the system's own governing operator. The operator evolves in meta-time τ according to the gradient flow: \frac{d\hat{H}}{d\tau} = -\kappa \nabla_{\hat{H}} E[\hat{H}] where E[\hat{H}] is the spectral energy measuring the deviation from the target equilibrium configuration. What Steering explains: · Why fundamental constants have their observed values — they are fixed points of the gradient flow· Why ζ(s) is the unique Euler product realized in nature — all others are dynamically unstable and evolve toward ζ(s)· The arrow of time — meta-time flows irreversibly toward decreasing spectral energy· Baseline subtraction — the equilibrium condition where 𝒮-varying contributions vanish· The small cosmological constant — vacuum energy is 𝒮-symmetric and does not gravitate at equilibrium· The Riemann Hypothesis — off-line zeros are 𝒮-varying and are eliminated by Steering Key theorems: · The Energy Separation Theorem: E(\theta) = E_0 + \sum_p E_p(\theta_p) — the spectral energy separates exactly across primes, with no cross-terms· Unique Selection of ζ(s): The gradient flow converges exponentially to θ = 0 from any initial condition; all other Euler products are saddle points· Baseline subtraction as the equilibrium condition of the Steering dynamics· Constants as fixed points: dg_i/d\tau = -\kappa_i (g_i - g_i^*) + O((g - g^*)^2) Testable predictions: · Time-varying fundamental constants: \dot{\alpha}/\alpha \sim 10^{-17} yr⁻¹ (detectable with next-generation atomic clocks)· Dark energy equation of state: w \neq -1 with w+1 \sim 10^{-2}· No supersymmetry — the hierarchy is stabilized by Steering dynamics, not by partner particles· No extra dimensions — the dimension primitive is fixed at d = 3 by Steering equilibrium· Residual CMB anomalies from incomplete meta-time convergence Steering is not a conjecture. It is a necessary consequence of the Threshold Condition, validated by the empirical success of the Canvas Model in deriving the cosmological constant, fine-structure constant, and inflationary predictions. With the addition of Steering, the Canvas Model is complete: five dynamic primitives, four property primitives, three equations — a living universe whose laws evolve toward equilibrium.
