# A subnational ESG index for Uzbekistan's 14 regions, 2012–2023 — datasetData underlying the study:> Suleymanova, S. & Usmanova, S. "Convergence in regional sustainability: a composite ESG index for Uzbekistan, 2012–2023." Submitted to *Post-Communist Economies*.This is the first subnational Environmental–Social–Governance (ESG) index for the 14 administrative regions of Uzbekistan, together with the convergence and spatial-analysis outputs reported in the article.## Contents```data/ ESG_index_dataset_2012_2023.xlsx raw indicators, pillar & composite scores, sigma, clubs spatial_contiguity_matrix.xlsx 14×14 first-order contiguity matrixfigures/ figure1..figure5 .png the five figures as they appear in the articleREADME.md, data_dictionary.md, CITATION.cff, .zenodo.json, LICENSE.txt```### `ESG_index_dataset_2012_2023.xlsx` — sheets- **raw_indicators** — the 12 raw indicators, 14 regions × 2012–2023 (168 rows)- **pillar_composite_scores** — normalised pillar scores (E, S, G) and composite ESG, by region-year- **ESG_panel_wide** — composite ESG index in wide form (region × year)- **sigma_convergence** — cross-regional dispersion by year (standard deviation, coefficient of variation)- **phillips_sul_clubs** — Phillips–Sul log-t club classification of the regions### `spatial_contiguity_matrix.xlsx`Row-standardisable first-order (queen) contiguity matrix for the 14 regions (19 adjacent pairs), used for Moran's I and LISA.## Coverage- **Units:** 14 administrative regions of Uzbekistan (12 provinces, Karakalpakstan, Tashkent city)- **Period:** 2012–2023 (annual, T = 12) — **168 region-years**- **Pillars / indicators (12):** Environmental (3), Social (5), Governance (4). See `data_dictionary.md`.## Method (summary)1. Indicators normalised with **fixed goalposts** (pooled min–max across all region-years, HDI-style); negative indicators reverse-scored.2. Weights within each pillar from **CRITIC** (Diakoulaki et al. 1995); **entropy** and **equal** weights as robustness. Pillars combined into the composite with equal weight.3. **Convergence:** sigma, beta, and **Phillips–Sul** log-t club convergence.4. **Spatial:** global Moran's I and LISA on the contiguity matrix (inverse-distance and k-NN as robustness).Headline results reproduced by these data: beta-convergence ≈ 5.1% per year (half-life ≈ 13.5 years), a single dominant convergence club, and consistently **negative** spatial autocorrelation driven by the environmental pillar.## Data sourcesAll raw indicators are official public statistics from the **State Committee of the Republic of Uzbekistan on Statistics (Stat.uz)**, retrieved as SDMX data files; regional permanent-population denominators from the Stat.uz permanent-population series. Any errors in the source data rest with the producer.## How to citePlease cite both the article and this dataset (see `CITATION.cff`). The dataset DOI is issued by Zenodo on publication of this deposit.## License- **Compiled dataset / index and figures:** Creative Commons Attribution 4.0 (CC BY 4.0)Underlying raw values are official statistics of Stat.uz and remain subject to that source's terms.## ContactShoira Suleymanova — Nordic International University, Tashkent, Uzbekistan — sh.suleymanova@nordicuniversity.org
