bihgrid: the Bosnia and Herzegovina transmission grid as a graph learning dataset

Real ≥220 kV transmission topology of Bosnia and Herzegovina (40 BA buses + 11 border buses, 62 lines with electrical parameters, from the PyPSA-Eur OSM prebuilt network) joined with 11+ years of hourly ENTSO-E zone-level time series (load, generation per production type, forecasts, cross-border physical flows and scheduled exchanges with HR/RS/ME), plus a curated plant-to-bus mapping and generation weight vectors. Ships as CSV/Parquet/GraphML and as the PyTorch Geometric package bihgrid (PyPI). All design decisions, heuristics and limitations are documented in dataset/DESIGN.md and DATASET_CARD.md.
