Permittivity and Permeability: Ontological Electromagnetic Response in the Framework of World Quantum Theory

Standard physics treats vacuum permittivity ε₀ and vacuum permeability μ₀ as universal constants—independent of environment and independent of particles. Based on the framework of World Quantum Theory (WQT), this paper demonstrates that εₓ and μₓ are not constants. They are the electromagnetic response strengths of a World Quantum macro-rotation state in a specific environment, fully determined by four parameters of the particle in that state: E_q, V, I, and λ. When the environment changes, these four parameters change, and εₓ and μₓ change accordingly. The standard values ε₀ and μ₀ are merely readings of a particular macro-rotation state in Earth's environment—not universal constants.
