This reproducibility archive accompanies the manuscript "Equipment reliability alone can overstate emergency containment performance: detection coverage, response timing, and finite storage in industrial wastewater incidents." The archive was deposited by the corresponding author on behalf of the authors. The archive contains simulation and analysis code in Python with fixed seeds and versioned configuration; public-data extraction records covering science-park effluent, receiving-water, and outfall observations used to constrain routine chemical oxygen demand background; decision-regime outputs for 92 background by alarm-threshold cells with every feasible design re-enumerated in each cell; storage-delay regime outputs for 64 combinations together with the oracle control-policy bound; functional-estimand counts and Wilson score interval outputs that reproduce Table 2 of the manuscript; figure sources; and a SHA-256 checksum manifest of 129 entries. Scope and limitations. Public corporate sustainability reports were used only to establish industrial context and disclosed wastewater-management practices. They did not supply plant-specific network topology, incident, calibration, sensing-reliability, actuation-reliability, or containment data. Government open-data records constrain routine concentration magnitude only; they were not used as event calibration or external validation. Quantities not supported by traceable public disclosure are declared benchmark or scenario assumptions. The archive contains no proprietary plant data and does not constitute external plant validation.
