VPRS 16156 Country Victoria and Metropolitan Region Planning Scheme Ordinances, Interim Development Orders and Approved Amendments

Under the provisions of the Town and Country Planning Act 1944, municipalities were required to prepare Planning Schemes for the Minister's approval. The Act provided for Interim Development Orders (IDO) to regulate development until a Planning Scheme was finalised.Interim Development Orders stipulating planning requirements may consist of written provisions only or zoning / overlay maps with written provisions (this series and VPRS 16131).Planning Schemes consist of both planning maps (VPRS 16131) and Ordinances (written documentation - this series). The Planning Scheme maps show the zones and overlays that apply to land covered by the scheme and the written documentation - Ordinance - sets out the statutory requirements of planning policies, zones and overlays.Consolidated Planning Scheme Ordinances and Interim Development Orders form part of this series. The 'Replace-A-Page' system created a consolidated text for a planning document - incorporating approved amendments by the insertion of replacement pages.Planning Scheme records were maintained by the Plan Inspection Section of the Town and Country Planning Board (VA 516) and, subsequently, the Department of Planning and Environment (VA 1024). The Section was responsible for ensuring that the statutory requirements of the Town and Country Planning Act and Regulations were fulfilled and recorded.The Melbourne Metropolitan Planning Scheme and related Interim Development Orders prepared by the Melbourne Metropolitan Board of Works are filed in VPRS 16157 and VPRS 16158.
