全省各单位对公务用车进行旧车上交，并由上级主管部门审批，审批之后上交公车主管部门，公车主管部门经办人员对上交车辆进行鉴定并选择处置方式是报废还是调拨还是拍卖，再由公车主管部门领导对旧车处置的申请进行审批。

All provincial-level units turn in their old official vehicles. The vehicles shall first be examined and approved by their superior competent authorities, and then handed over to the official vehicle management departments. The handling staff of the official vehicle management departments will assess the submitted vehicles and select one of the disposal methods: scrapping, allocation, or auction. Subsequently, the leaders of the official vehicle management departments will examine and approve the application for old vehicle disposal.
