The man with the glasses who is seated next to Bass is progressive attorney Dan Marshall. IPP was formed on June 15, 1948, when the Progressive Citizens of America, Southern California chapter, merged with the Independent Progressive Party of California. The newly merged party supported Henry Wallace's presidential campaign in 1948.
