Hydrometeorological data on the conditions of the environment are
held by the Russian State Fund of data. This dataset was created by
RIHMI-WDC in 1980 and containes gridded data from 475 stations of the USSR.
Probability of wind is calculated by wind speed and direction observations
taked from a wind-vane with both light and heavy boards and given by 8-point
wind pose in % at different hours of a day (01, 07, 13, 19).
Data is currently stored on magnetic tape (800 bit/inch).
