Alfonsino Quota Management Areas

Legal definition of the Alfonsino QMA’s are contained in schedule 3 of the Fisheries (Reporting) Regulations, 2001. The defined areas are based on the FMA boundary definitions (first schedule of the Fisheries Act, 1996), and are either a combination of FMA’s or correspond directly to an FMA. The Alfonsino QMA layer has been created from a direct copy of the general FMA’s layer, with the appropriate FMA’s (as defined in the legislation defining the Alfonsino QMA’s) combined together. This layer is dependant on a legally authoritative FMA layer. Legal definition of the FMA boundaries is dependent on legally authoritative layers depicting the EEZ boundary and mean high water mark. These two resources were not available for the creation of the general FMA information layer. Approximate co-ordinates contained within the legislation defining the FMA boundaries were used. These co-ordinates are not legally authoritative, but are considered accurate in most circumstances. These co-ordinates were plotted and used to construct the boundaries of the FMA’s. Where a co-ordinate described the boundary between an FMA and the coast or EEZ, the boundary was projected outside the boundary along the described bearing of interception. Areas of the FMA’s projected outside the boundary of the EEZ were deleted through an erase outside routine within MapInfo 7.0, while the coastal boundaries were left drawn inland of the coast. Note The boundary of New Zealand’s Exclusive Economic Zone (EEZ) is defined in the Territorial Sea Contiguous Zone and Exclusive Economic Zone Act, 1997. The legally authoritative map of New Zealand’s EEZ is held by Land Information New Zealand (LINZ) in their map library. The EEZ presented here has been determined from the legislation defining the extent of the EEZ and created using GIS software utilising base-point data supplied by LINZ. These base-points describe surveyed locations around the coastline of New Zealand. This information layer is considered reasonably accurate but not legally authoritative. Shared boundaries are provisional only, and remain subject to delimitation.红金眼鲷（Alfonsino）配额管理区域（Quota Management Area, QMA）的法律定义载于2001年《渔业（报告）条例》附表3。其划定范围基于渔业管理区（Fisheries Management Area, FMA）的边界定义（1996年《渔业法》附表1），既可由多个FMA组合而成，也可直接对应单个FMA。本红金眼鲷QMA图层直接复制通用FMA图层后生成，将立法中定义的对应FMA进行合并。该图层依赖具有法律权威性的FMA图层。FMA边界的法律定义依赖描绘专属经济区（Exclusive Economic Zone, EEZ）边界和平均高潮线的具有法律权威性的图层，但通用FMA信息图层的制作未获取到这两类资源，因此采用立法中载明的FMA边界近似坐标。这些坐标不具备法律权威性，但多数场景下精度符合要求。科研人员依据该坐标绘制并构建了各FMA的边界：若某坐标标注了FMA与海岸或EEZ之间的边界，则沿所述截线方位将边界向外延伸。超出EEZ范围的FMA区域通过MapInfo 7.0的「外部擦除」工具予以删除，而海岸边界则保留绘制在海岸线内侧。备注：新西兰专属经济区（EEZ）的边界在1997年《领海毗连区和专属经济区法》中予以定义。新西兰专属经济区的权威法律地图由新西兰土地信息局（Land Information New Zealand, LINZ）馆藏于其地图库中。本次展示的EEZ图层依据定义EEZ范围的立法文件制作，采用新西兰土地信息局提供的基点数据通过地理信息系统（Geographic Information System, GIS）软件生成。该基点数据为新西兰海岸线周边的实测点位。本信息图层精度符合常规要求，但不具备法律权威性。共享边界仅为临时划定，仍有待最终勘界确定。
