This dataset documents a 2021–2025 evidence base on entrepreneurship enablers in the civil infrastructure industry, assembled to support transparent, reproducible, and open scholarship. It compiles findings from 34 peer-reviewed journal articles indexed in Scopus, selected through a structured Systematic Literature Review (SLR) process aligned with PRISMA principles. The dataset is designed to help researchers and practitioners trace how the literature conceptualizes “enablers” and how those enablers evolve into a synthesized, review-validated framework that can be reused for comparative studies, replication attempts, or contextual extensions across regions and infrastructure subsectors.The dataset includes two primary research artifacts. First, a PRISMA workflow figure (PNG) illustrates the study’s screening and inclusion pathway for the Scopus corpus, enabling readers to inspect the review’s decision trail and boundary conditions. Second, an SLR mapping file (DOCX) captures the structured extraction of concepts and study attributes used during coding and synthesis. Together, these files provide an auditable bridge between the source literature and the analytical outputs, supporting open-science expectations for methodological clarity, traceability, and responsible reuse.The dataset was created to address research questions: which enabling factors support entrepreneurship in civil infrastructure. While the dataset is intended to be reusable, interpretations of the labels and themes should remain sensitive to domain context (civil infrastructure delivery models, regulatory regimes, and ecosystem maturity), particularly when transferring the framework to settings outside the original corpus boundaries.
