本法是國營事業管理之基本法，凡政府獨資經營，或者政府與人民合資經營，政府資本超過百分之五十者，都屬國營事業管理範疇。
This law is the fundamental law for the management of state-owned enterprises. Any enterprise solely operated by the government, or jointly operated by the government and the people with the government's capital exceeding fifty percent, falls under the scope of state-owned enterprise management.
