Quantifying and communicating congestion on highways and local streets in Texas is challenging. A clear, replicable, and easily understandable method is required to help manage, score, and evaluate planned projects in the Transportation Planning and Programming Division. This congestion calculation was performed using a method created by TxDOT referred to as the ‘Car Space’ method. This method differs from other, more traditional methods, by determining the space between cars in one mile increments. This method factors number of lanes, Annual Average Daily Traffic (AADT), andaverage car length to calculate the space remaining between vehicles for each 1 mile segment of roadway during the 26th peak hour. The calculated space between cars, or lack thereof, is categorized to illustrate levels of congestion. This layer is a peak hour congestion forecast for the year of 2044 and is based on 2024 data. Congested = less than 175' between cars Moderately Congested = between 175' and 350' between cars Not Congested = greater than 350' between cars * This feature service contains fields for current and future congestion levels.
