Object-Centric Event Log (OCEL 2.0) — Peru's El Niño-Prevention Public Investment Portfolio (ANIN, 2026)

Object-centric event log (OCEL 2.0 standard) reconstructing ANIN's (Autoridad Nacional de Infraestructura) portfolio of El Niño-prevention infrastructure investments in Peru: 60 investment projects (CUI) and 131 physical works, 2026 modified budget (PIM) ≈ S/ 1,417.6 million. The log was built by CDG (Control de Gestión de la República) from Peru's existing public administrative systems — the National Investment Bank (Banco de Inversiones), SIAF, SEACE (via its Open Contracting Data Standard feed), and INFOBRAS — without altering or replacing any of them. Composition: 1,967 events · 235 objects (after alias consolidation) · 5,675 event-to-object relations · 293 object-to-object relations · 1,405 time-stamped object attribute values. Five of eight defined object types are instantiated: obra (work), inversion (investment project), contrato (contract), proveedor (provider), unidad_ejecutora (executing unit). Cutoff: 10 July 2026. Known limitation: PM4Py 2.7.23's OCEL 2.0 reader admits into its internal object only objects with at least one qualifying event, pruning 109 of 235 (internal count: 126). This is documented, standard-permitted behavior — the exported .jsonocel file preserves all 235 objects. Timezone: all timestamps in America/Lima (UTC−5).
