Photograph of river flooding in Monrovia, 1938. Running from the left distance into the center foreground a river is visible, cutting underneath a highway that runs from left to right. Towards the background, the river has burst its banks and washed onto the banks at either side of two railroad bridges. The remaining area is dappled with trees and residential buildings. Photoprint reads: "This photograph is loaned to you. Please return to: Illustrator. L.A. City Planning Dept. Rm.361 F City Hall, Los Angeles, California".
