Documentary Corpus of LAI Requests and Institutional Responses on CONEP Decisions during COVID-19 (Brazil, 2020–2022)

This dataset contains the anonymized documentary corpus analyzed in the article “Transparência performativa e opacidade deliberativa: análise do discurso institucional na atuação da CONEP durante a pandemia de COVID-19”. The corpus comprises three formal Freedom of Information (Lei de Acesso à Informação – LAI) requests submitted through the Brazilian Fala.BR platform (2024–2025) to the Ministry of Health concerning the actions of the National Research Ethics Commission (CONEP) during the COVID-19 pandemic (January 2020–December 2022), including: • Original requests (NUP numbers preserved)• Institutional responses• Appeal decisions• Administrative classification forms The dataset documents the discursive structure of institutional justifications for restricting access to: • Informed Consent Forms (TCLE)• Collegiate deliberations and meeting minutes• Institutional learning and post-trial arrangements All personal identifiers were removed according to the attached anonymization protocol. This dataset enables independent verification of the discourse analysis, supports transparency research, and contributes to open science practices in research ethics governance.
