This paper applies Temporal Congestion Mechanics to the Bullet Cluster’s resolved four-source configuration. The framework replaces empty space with a physical fabric whose congestion index n(x, t) is the sole dynamical field; gravitation is the spatial mediation of time through this fabric. The cluster-scale lensing regime of the framework is governed by a non-linear constitutive law that activates below a universal stiffness threshold g₀, producing a 1/r far-field attractor in place of the 1/r² Newtonian falloff. The far-field is the structural origin of the slope-4 baryonic Tully-Fisher relation, the universal asymptotic rotation velocity, and the cluster-scale gravitational structure addressed here.
