《2023年国家级园区产业营商环境指数报告》包括政策支持-支撑度、政务服务-便利度、公共资源-匹配度、产业聚集-成熟度等数据。在样本选取上，课题组分别在31个省（直辖市、自治区）各选取2-4个代表性的国家级经济技术开发区、高新技术产业开发区（选取标准以2022年统计局各省地级行政区划单位GDP排名为参考），共116个园区的相关数据。

"2023 Report on the Industrial Business Environment Index of National-level Parks" encompasses data covering four core dimensions: policy support adequacy, government service convenience, public resource matching degree, and industrial agglomeration maturity, among others. For sample collection, the research team selected 2 to 4 representative national economic and technological development zones (NETDZs) and high-tech industrial development zones (HTIDZs) from each of the 31 provinces, municipalities directly under the Central Government, and autonomous regions. The selection criteria were based on the GDP rankings of prefecture-level administrative divisions across each province in 2022 from relevant statistical authorities. Relevant data from a total of 116 parks are included in this dataset.
