Zoning Overlays

The Zoning Overlay layer represents geographic areas where additional zoning regulations apply in conjunction with the underlying base zoning district. These overlays highlight zones with specialized development standards, restrictions, or incentives established by municipal or county planning authorities. Zoning overlays do not replace base zoning but modify or supplement it. For any parcel located within an overlay area, both the base zoning regulations and the overlay regulations must be considered.区划叠加图层（Zoning Overlay layer）用于标识需与底层基础区划片区结合适用额外区划规制的地理范围。此类叠加区划由市政或县级规划主管部门制定，用于标注带有特殊开发标准、限制条件或激励政策的片区。区划叠加图层并非取代基础区划，而是对其进行修改或补充。对于位于叠加区划范围内的任一地块，需同时遵循基础区划规制与叠加区划规制。
