从我国国情和林情出发,阐述了综合监测体系建设的重要意义、现实条件和理论基础 对国外林业监测和国内相关行业(国土资源、水土保持、环境保护)监测的现状进行了全面分析,并对其特点进行了总结归纳 从国际合作与交流、国家宏观决策、生态建设与林业发展、相关行业及社会公众等四个层面,对森林资源与生态状况信息需求进行了系统分析 在全面分析我国林业监测体系现状的基础上,总结归纳出了四大特点,并从体系建设和信息供需两方面,对存在的问题进行了分析 研究确立了综合监测体系建设的指导原则,提出了综合监测体系建设的总体目标、近期目标和中远期目标,并从整合监测机构、整合监测内容、整合监测方法、整合信息资源、加强基础建设五个方面提出了综合监测体系建设的基本思路 研究构建了包括组织体系和技术体系两大部分的综合监测体系总体框架。 特点及应用推广情况:该项目属于软科学研究,难以量化为直接经济效益、生态效益和社会效益。但该项目的研究成果为我国森林资源和生态状况综合监测体系的建立奠定了基础,提供了理论依据。目前,国家林业局领导和有关司局根据本项目的成果,作出决策,拟建立森林资源和生态状况综合监测和数据信息中心 同时,在国家森林资源连续清查体系中,已经开始进一步增加生态监测内容,为开展综合监测作技术准备 第三,本项目的参加单位——中国林科院在项目研究成果的基础上,向科技部成功申报了“十一五”国家科技支撑计划重点项目“森林资源综合监测技术体系研究”。
Starting from China's national conditions and forestry realities, this study expounds the significant value, practical conditions and theoretical basis for the construction of a comprehensive forest resources and ecological monitoring system. It conducts a comprehensive analysis of the current status of foreign forestry monitoring and domestic monitoring in relevant industries (land resources, soil and water conservation, environmental protection), and summarizes their core characteristics. It systematically analyzes the information demands for forest resources and ecological conditions from four perspectives: international cooperation and exchanges, national macro decision-making, ecological construction and forestry development, relevant industries and the general public. Based on a comprehensive review of the current state of China's forestry monitoring system, this study summarizes four core characteristics, and analyzes existing problems from two dimensions: system construction and information supply and demand. It establishes the guiding principles for the construction of the comprehensive monitoring system, puts forward the overall, short-term and medium-to-long-term goals for the construction of the comprehensive monitoring system, and proposes the basic construction ideas from five aspects: integrating monitoring institutions, integrating monitoring contents, integrating monitoring methods, integrating information resources, and strengthening infrastructure construction. This study constructs the overall framework of the comprehensive monitoring system, which includes two major parts: the organizational system and the technical system.
Characteristics and Application Promotion: This project belongs to soft science research, which is difficult to be quantified into direct economic, ecological and social benefits. However, its research results have laid a solid foundation and provided theoretical support for the establishment of China's comprehensive monitoring system for forest resources and ecological conditions. At present, leaders and relevant divisions of the National Forestry Administration have made decisions based on the project results to establish a comprehensive monitoring and data information center for forest resources and ecological conditions. Meanwhile, the national continuous forest inventory system has started to further add ecological monitoring contents to make technical preparations for carrying out comprehensive monitoring work. Thirdly, the Chinese Academy of Forestry, the participating institution of this project, successfully applied for the key project "Research on the Comprehensive Monitoring Technology System of Forest Resources" under the National Science and Technology Support Program during the 11th Five-Year Plan period from the Ministry of Science and Technology based on the research outcomes of this project.
