资源简介:
In 2009, South Africa's local government structure comprised 52 district municipalities (also known as district councils) under a three-tier system of governance. The district municipalities served as an intermediary level between provincial and local government, overseeing service delivery, spatial planning, and economic development in their respective regions. These councils were responsible for coordinating municipal functions across multiple local municipalities, ensuring equitable resource distribution and sustainable development. The governance framework aimed to enhance service provision, especially in rural and less developed areas.
