通过采集、分析海宁市科创企业的注册资金和知识产权数量等数据，根据自定规则对企业实力、研发能力、知识资本运营能力进行赋分，计算得到海宁市科创企业技术创新及运营综合评价分数。对企业来讲，可以利用本数据进行知识产权战略制定和项目申报规划；对金融机构来说，利用本数据可以作为贷前业务授信额度提供测算依据。对政府管理部门来说，利用本数据可以分析区域科技企业创新活动规律，为制订指导政策提供参考。1.数据采集：查找和筛选海宁市科创企业，通过国家知识产权局和第三方知识产权检索网站，对企业的专利数量、知识产权运营情况进行采集。2.数据处理：根据自定规则等级赋分，注册资金按金额赋分：5000万及以上为10分，1000万及以上为8分，300万及以上为4分，300万以下为2分；注册时间按期年累计赋分：20年及以上为10分，10年及以上为8分，5年及以上为4分，5年以下为2分；对“企业实力”进行赋分，“企业实力”计算公式=注册资金金额对应分值+注册时间期年对应分值。根据自定规则系数赋分，发明专利系数为10分,实用新型专利系数为4分,外观设计专利系数为3分,“研发能力”计算公式=∑10*发明专利件数+4*实用新型专利件数+3*外观设计专利件数，最高得分60分。根据是否进行知识产权质押融资对“知识资本运营力”进行赋分，若进行过知识产权质押融资，“知识资本运营力”赋分20；反之，“知识资本运营力”赋分5。“综合评价”计算公式=企业实力+研发能力+知识资本运营力。3.数据应用：为海宁市知识产权局及各科创企业提出合理建议，以帮助区域内规上企业进行知识产权战略制定、申请指导及科创项目申报规划等工作。

This dataset collects and analyzes data including the registered capital and number of intellectual property (IP) assets of sci-tech innovation enterprises in Haining City, assigns scores to enterprise strength, R&D capability and intellectual capital operation capability based on self-defined rules, and calculates the comprehensive evaluation score for technological innovation and operation of these enterprises. For enterprises, this dataset can be used to formulate IP strategies and plan project applications; for financial institutions, it serves as a basis for calculating pre-loan credit limits; for government regulatory authorities, it can be used to analyze the laws of innovation activities of regional sci-tech enterprises, providing references for formulating guiding policies.
1. Data Collection: Identify and screen sci-tech innovation enterprises in Haining City, then collect data on the number of patents and IP operation status of these enterprises through the National Intellectual Property Administration and third-party IP retrieval websites.
2. Data Processing: Assign scores per self-defined grading rules:
- Registered capital scoring: 10 points for amounts ≥50 million RMB, 8 points for ≥10 million RMB, 4 points for ≥3 million RMB, and 2 points for amounts below 3 million RMB;
- Years since registration scoring: 10 points for ≥20 years, 8 points for ≥10 years, 4 points for ≥5 years, and 2 points for less than 5 years;
The score for "Enterprise Strength" is calculated as: Enterprise Strength = Score corresponding to registered capital amount + Score corresponding to years since registration.
For R&D capability scoring based on self-defined coefficient rules: 10 points per invention patent, 4 points per utility model patent, and 3 points per design patent. The formula for "R&D Capability" is: R&D Capability = ∑(10 × number of invention patents + 4 × number of utility model patents + 3 × number of design patents), with a maximum score of 60 points.
For "Intellectual Capital Operation Capability" scoring based on whether the enterprise has conducted IP pledge financing: 20 points if IP pledge financing has been carried out, otherwise 5 points.
The final "Comprehensive Evaluation Score" is calculated as: Comprehensive Evaluation Score = Enterprise Strength + R&D Capability + Intellectual Capital Operation Capability.
3. Data Application: Provide reasonable suggestions for the Haining City Intellectual Property Administration and all sci-tech innovation enterprises, to help large-sized enterprises (above designated size) in the region with tasks such as formulating IP strategies, providing application guidance and planning for sci-tech project applications.
