"A common perception in Pennsylvania, and, in particular, the Susquehanna River Basin, is that a winter season with above average snowfall usually yields a winter or early spring flood. An examination was made to compare years with above average snowfall to the occurrence of winter/spring flooding in the Susquehanna River Basin. Of particular interest was whether seasonal snowfall totals alone were a strong indicator of winter/spring flooding.
